Preheat your oven to 350°F (175°C). Prepare the brioche buns by slicing them in half and lightly brushing the cut sides with butter. Toast in the oven for 5 minutes until slightly crispy.
In a large skillet, brown the ground beef with the onion and bell pepper over medium heat until the beef is fully cooked and the vegetables are softened, about 7 minutes. Add the minced garlic and cook for an additional 30 seconds.
In a small bowl, whisk together the beef broth, cornstarch, and beef bouillon until smooth. Pour this mixture into the skillet along with the ketchup, Worcestershire sauce, Dijon mustard, paprika, red pepper flakes, oregano, parsley, salt, and pepper. Stir well to combine.
Allow the mixture to simmer for about 5 minutes, or until the sauce thickens slightly. Remove from heat and stir in the shredded cheddar cheese until melted and well incorporated.
Spoon the beef mixture onto the bottom halves of the toasted buns. Top each with a slice of provolone cheese.
Place the sandwiches, open-faced, back into the oven for a few minutes until the cheese is melted and bubbly. Close the sandwiches with the top halves of the buns and serve hot.
